 Luis Salgado received the Telecommunication Engineering degree in 1990 and the Ph.D. in Communications (summa cum laude) in 1998, both from the E.T.S.I. Telecomunicación, Universidad Politécnica de Madrid (UPM), Spain.

Since 1990, he has been a member of the Grupo de Tratamiento de Imágenes (GTI) at UPM. Since 1996, he has been a member of the faculty, first as Associate Professor and currently as Full Professor (tenured in 2018) in the area of Signal Theory and Communications.

From 2012 to 2014, he was also affiliated with the Universidad Autónoma de Madrid as Associate Professor at the Escuela Politécnica Superior (Department of Electronics and Communications Technology, VPULab Group), where he is currently Profesor Honorario.

His research interests include video analysis, processing and coding, computer vision, graphics and multimedia applications, and digital and 3D television. He has participated in numerous national and international research projects and has authored more than 130 publications in international journals and conferences.

He serves as Associate Editor of the Journal of Real-Time Image Processing and is a member of the Technical Program Committee of several international conferences. Since 2001, he has collaborated as an independent expert with the European Commission, acting as project auditor and reviewer. More
