Luis Salgado
Dr. Ingeniero de Telecomunicación
He received the Ingeniero de Telecomunicación degree (six years program) with honours in 1990, and the PhD in Communications with "Summa Cum Laude" in 1998, both from the E.T.S. Ingenieros de Telecomunicación of the Universidad Politécnica de Madrid.
Since 1990 he is a member of the Gupo de Tratamiento de Imágenes -GTI- of the E.T.S. Ing. de Telecomunicación. Besides working as Research Assistant at the GTI in the computer vision and video coding research fields, from 1996 till 1999 he was Teaching Assistant at the Politécnica de Madrid (Signals and Systems and Radiocommunications Dept.). Since 1999 he is Associate Professor at the Universidad Politécnica de Madrid (Signals and Systems Department) in the field of telecommunication technologies.
His professional interests and areas of expertise include: image and video processing and coding; computer vision; graphics and multimedia applications, and Digital Television. Related to these topics he has been deeply involved in different international projects (among them: IST-2004-027195 I-WAY; IST-2001-22184 SLIM-VRT; IST-2001-39122 ORION; Esprit-26800 TOSCA; Esprit-8819 VICTORIA; Esprit-5184 LOCOMOTIVE), and several Spanish national research projects.
His research topics produced more than 60 publications in the fields of advanced video coding, computer vision, image and video analyis, image processing and multimedia applications.
His teaching activities in undergraduate courses cover the following topics: Operating Systems, Telecommunications Systems, Transmission Systems and Digital Television. In postgraduate courses, he is teaching Computer Vision, and Computer Graphics.
Additionally, he has been actively involved since 2001 in Spanish National Projects Evaluation, and in EU Project proposals evaluation and EU Project Reviews.
