 Francisco Morán received the Telecommunication Engineering degree in 1992 and the Ph.D. in Communications in 2001, both from the Universidad Politécnica de Madrid (UPM), Spain.

Since 1992, he has been a researcher at the Grupo de Tratamiento de Imágenes (Image Processing Group) at UPM, and since 1997 he has been a member of the faculty.

His research interests include hierarchical modeling and coding, and adaptive transmission and visualization of 3D objects. He has been actively involved in European Union-funded research projects.

Since 1996, he has participated in standardization activities within ISO’s Moving Picture Experts Group (MPEG), serving as Head of the Spanish Delegation since 2006 and as co-editor of several MPEG-4 standards, amendments, and corrigenda (ISO/IEC 14496).
